Dubai’s vision of flying taxis is no longer just a futuristic concept. The city has reached a major milestone after the UAE’s General Civil Aviation Authority (GCAA) granted regulatory certification to VDX, the world’s first purpose-built commercial vertiport for electric air taxi operations. Developed by Skyports Infrastructure, the facility sits adjacent to Dubai International Airport and will serve as the flagship hub of Dubai’s upcoming air taxi network.
The certification marks a significant step toward the launch of commercial electric air taxi services, with Joby Aviation expected to operate flights connecting four key locations across the city: Dubai International Airport, Downtown Dubai, Dubai Marina and Palm Jumeirah. While passengers are still waiting for the official launch, the infrastructure network that will support these flights is now starting to take shape.
The newly certified VDX vertiport has been designed specifically for eVTOL (electric vertical take-off and landing) aircraft. In addition to take-off and landing pads, it features passenger processing areas, rapid aircraft charging infrastructure and operational facilities that will enable high-frequency commercial flights. As the primary hub in Dubai’s air taxi network, it represents one of the most advanced pieces of urban air mobility infrastructure ever built.
With the world’s first certified commercial vertiport now in place, Dubai is closer than ever to making electric air taxi travel a reality. “One of the key lessons from the VDX certification process is the importance of engaging and aligning with the regulator early, particularly when the regulatory framework is still evolving alongside the technology. Early collaboration helps establish a common understanding of the operational concept, infrastructure requirements, and certification expectations, reducing uncertainty for both the regulator and the project team.”
This is perhaps the biggest takeaway from Skyports’ experience. Unlike conventional airports, commercial vertiports are being developed alongside an entirely new class of aircraft and operational procedures. Rather than fitting into decades-old regulations, developers and regulators are effectively building the rulebook together. Dubai’s approach demonstrates that involving regulators from the earliest planning stages can reduce uncertainty and accelerate certification while maintaining safety standards.

“Another critical lesson is the value of maintaining continuous and transparent dialogue throughout the entire project lifecycle, from design and construction through to documentation, testing, and certification preparation. Keeping the regulator actively engaged ensures that any changes, deviations, or emerging challenges are identified and addressed early, rather than becoming issues late in the certification process. This collaborative approach helped not only reduce approval risk and avoid costly rework, but also helps build confidence that the infrastructure is being developed safely, and in compliance with the applicable regulatory requirements.”
Certification is often perceived as the final hurdle before operations begin. Ghori’s comments suggest the opposite: it is an ongoing process that spans design, construction, documentation, testing and operational planning. By maintaining regular communication with the GCAA, Skyports was able to identify and resolve potential issues before they became costly delays. As more countries develop advanced air mobility infrastructure, this collaborative model could become a best practice for future projects.

A Royal Visit: A Crowning Achievement for Dubai’s Vertiport Network

The significance of the project was highlighted on 16 April 2026, when His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, visited the newly completed VDX Air Taxi Station (vertiport) near Dubai International Airport. During the visit, he received updates on the progress of Dubai’s air taxi programme and toured the world’s first purpose-built commercial air taxi station, where officials showcased the future passenger journey from arrival and check-in to boarding. Why Dubai Is a Strategic Choice for Joby and a Catalyst for AAM Trends
Dubai is not just a launch city for Joby Aviation’s electric air taxi service, it’s a global proving ground that could set the tone for the entire Advanced Air Mobility (AAM) industry.
Government Support & Fast-Track Regulation
Dubai’s Roads and Transport Authority (RTA) has made AAM a strategic priority, awarding Joby a six-year exclusive agreement to operate eVTOL services.
Streamlined approvals: Dubai’s centralized governance allows faster infrastructure, airspace, and safety regulation approvals, which is something that’s difficult to achieve in countries with fragmented airspace authorities.

Ahead of the World Government Summit, Dubai’s RTA, Skyports Infrastructure, and Joby Aviation privately showcased a model of the vertiports planned for the city. The closed-door preview came just before the annual three-day summit that gathers government and business leaders from around the world.

A landmark agreement was signed by the RTA, the UAE’s General Civil Aviation Authority, the Dubai Civil Aviation Authority, Joby Aviation, and Skyports Infrastructure. The signing, witnessed by His Highness Sheikh Mohammed bin Rashid Al Maktoum and Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum ahead of the World Government Summit, paved the way for Joby’s S4 aerial taxi to begin operations by 2026. The aircraft will operate from an initial network of four vertiports at key locations including Dubai International Airport, Downtown Dubai, Dubai Marina, and Palm Jumeirah. The initiative is part of the UAE’s push toward advanced air mobility, integrating cutting-edge technology with Dubai’s public transport system to provide a fast, safe, and sustainable travel option. Officials highlighted that the project combines innovative infrastructure, clear regulatory frameworks, and strong government support, offering a glimpse of a future where aerial taxis could transform urban travel while reducing journey times. For instance, a trip from DXB to Palm Jumeirah is expected to take just 10 minutes.

Joby Applies to Become First Certified Electric Air Taxi Operator in UAE

In September 2024, Joby took another major step toward launching commercial air taxi operations in Dubai by submitting a Letter of Intent to the UAE General Civil Aviation Authority (GCAA) to begin the Air Operator Certificate (AOC) application process. If approved, Joby would become the first certified electric air taxi operator in the UAE. The certification process includes developing operational manuals, undergoing facility inspections, and demonstrating pilot training, maintenance, and flight operations in compliance with UAE aviation regulations, an essential milestone on the path to commercial service.

On the 11th of November 2024, Joby Aviation announced the onset of construction of the vertiport near Dubai International Airport (DXB), now known as Dubai International Vertiport (DXV).

Joby Aviation completed a major flight-test campaign in Dubai as part of its preparations to launch commercial aerial taxi services. The company conducted vertical takeoffs, wingborne transitions, and landings in extreme desert conditions, gathering critical data on battery performance, thermal management, and aircraft control in high temperatures and low-density air.
The tests, carried out in partnership with Dubai regulators including the RTA, GCAA, and DCAA, also evaluated operational infrastructure such as ground crews, charging systems, and logistics. These flights were witnessed by His Excellency Mattar Al Tayer, Director General, Chairman of the Board of Executive Directors of the Roads and Transport Authority. In addition, Joby established a maintenance, repair, and operations (MRO) facility in Margham, Dubai to support future services, complementing the vertiport network being developed by Skyports Infrastructure.
According to Joby, the campaign’s insights will directly inform FAA certification and the global rollout of its S4 electric vertical takeoff and landing (eVTOL) aircraft, bringing the company closer to offering safe, fast, and sustainable aerial transportation for urban environments.

Joby’s Historic Piloted Point-to-Point Air Taxi Flight (9th of November 2025)

On the 9th of November, a Joby S4 eVTOL took off from Joby Aviation’s test facility and MRO (Maintenance, Repair, and Overhaul) base in Margham, and landed at Al Maktoum International Airport (Dubai World Central) 17 minutes later.

Dubai Airshow (November 17–21, 2025)
Looking back, the period surrounding the Dubai Airshow marked a pivotal chapter in Dubai’s journey toward commercial advanced air mobility. Over the course of just a few weeks, Joby Aviation, Skyports Infrastructure, Dubai’s Roads and Transport Authority (RTA), and other key stakeholders showcased progress across multiple fronts. Highlights included Joby’s historic piloted demonstration flights, Skyports’ DXV vertiport topping-out ceremony, the announcement of additional vertiport locations, and a public demonstration featuring a Joby S4 eVTOL racing a high-performance sports car.

Together, these milestones demonstrated that Dubai’s air taxi programme was progressing in parallel across aircraft development, infrastructure, and regulatory planning. Since then, that momentum has continued. The DXV Air Taxi Station (also known as the Dubai International Vertiport) has now been completed and has become the world’s first purpose-built commercial vertiport to receive regulatory certification from the UAE General Civil Aviation Authority (GCAA). While commercial passenger flights have yet to begin, the certification marks a significant step toward the launch of Dubai’s planned air taxi network and provides a regulatory blueprint for future vertiport projects around the world.

The Best Has Yet to Come!

The completion and certification of Dubai’s first vertiport (DXV) represent more than symbolic milestones, they mark a major step toward making commercial eVTOL operations a reality. Following Joby Aviation’s crewed demonstration flight in Dubai and Skyports Infrastructure’s development of the DXV Air Taxi Station in partnership with Dubai’s Roads & Transport Authority, the world’s first purpose-built commercial vertiport has now received regulatory certification from the UAE General Civil Aviation Authority (GCAA).
This achievement places Dubai at the forefront of the global advanced air mobility industry. Through close coordination between government authorities, infrastructure developers, aircraft manufacturers, and regulators, the emirate has created one of the most advanced pathways toward commercial electric air taxi operations. While passenger flights have yet to begin, the certification of DXV provides a critical foundation for the wider vertiport network planned across the city.
The journey ahead will involve further regulatory approvals, operational preparations, aircraft readiness, and public acceptance. However, the certification of DXV demonstrates that the vision of urban air mobility is moving from concept toward reality. As Dubai continues building its air taxi ecosystem, the lessons learned from this first-of-its-kind project could help shape how cities around the world approach the future of fast, sustainable, and connected transportation.
